What is the law regarding handicap door buttons and large public places? (brand new cinemas/malls et

I have complained to the "property management" of the entire outdoor mall complex and they said that each individual merchant is responible for thier own doors. The most inconvienent place is Regal Cinemas both at this mall and any of their other theaters. I've complained several times to the theater management at this mall and have met with indifference. I thought that all new or relatively new buildings were required to have the buttons
